§ 2-63. Hiring procedure policy.

  • (a)

    Policy statement. The purpose of this policy is to implement a standardized hiring procedure for all new and replacement full-time and part-time employees of the city. The city shall follow the policy as provided herein.

    (b)

    Policy application. This policy is not applicable to employees appointed by the city's board of fire and police commissioners, department heads appointed by the mayor, or temporary/seasonal employees.

    (c)

    Hiring procedure process.

    (1)

    The applicable department head shall first obtain permission from the city council to advertise for a new position.

    (2)

    The human resources manager shall be responsible for arranging for advertisements to be placed for any particular position, as well as to solicit applications from interested parties.

    (3)

    The interview process shall involve, at a minimum, the human resources manager, the applicable department head, and the chairman of the committee or committees under which the proposed employee would serve.

    (4)

    The human resources manager, the applicable department head, and chairman of the committee under which the proposed employee would serve shall, by majority vote, determine a recommended candidate after completion of the interview process.

    (5)

    The human resources manager shall then receive approval from the city council of the proposed employee before making a conditional offer of employment. Thereafter, arrangements shall be made for any applicable background checks, medical examinations, or pre-employment drug tests, all of which results shall be satisfactory to the human resources director before making a final offer of employment to the proposed employee.

    (d)

    Policy is not a contract. This policy does not constitute a contract for employment, and the city reserves the right to change this policy at any time.
