§ 38-89. Duties of the alarm user.

  • (a)

    An alarm user shall:

    (1)

    Advise the police, in writing, the name, address, and contact phone number of the alarm installation company which installed the alarm system employed;

    (2)

    Advise the alarm company to obtain a copy of this article through the city clerk's office;

    (3)

    Maintain the alarm site and the alarm system, or cause it to be maintained in a manner that will eliminate false alarms;

    (4)

    Have an alarm user responder come to the alarm system's location within 30 minutes when alerted by the alarm installation company that the police are responding to an alarm in order to:

    a.

    Deactivate an alarm system;

    b.

    Provide access to the alarm site; and/or

    c.

    Provide alternative security for the alarm site;

    d.

    Assist the police.

    (5)

    Not activate an alarm system for any reason other than an occurrence of an event that the alarm system was intended to report.

    (b)

    An alarm user shall adjust the mechanism or cause the mechanism to be adjusted so that an alarm signal audible on the exterior of an alarm site will sound for no longer than ten minutes after being activated.

    (c)

    An alarm user shall have the alarm installation company inspect the alarm system after two false alarms in a one-year period and must have the alarm installation company modify the alarm system to be more false alarm resistant or provide additional user training as appropriate. The alarm user is required to maintain records of modifications to their site and these records are subject to inspection by the police during normal business hours. The alarm user shall provide proof to the city of all such modifications or training to comply with this section when requested.

    (d)

    An alarm user shall not use automatic voice dialers.

    (e)

    An alarm user shall maintain at each alarm site, current written operating instructions for each alarm system, subject to review by members of the police during normal business hours.

    (f)

    An alarm user will comply with all rules and procedures established by the police.
